Racine County Circuit Court and the 2nd Judicial District have issued an emergency orders regarding temporary measures and guidelines to provide procedures and directions for court proceedings and essential functions. A copies of the orders can be found:

Racine Circuit Court Branches have issued temporary guidelines for appearing in their courts.  The guidelines are as follows:

Remote Appearances 

The Racine County Circuit Court is moving forward with remote appearances using Zoom, a remote conferencing service.  Parties are not required to download any software application to use Zoom.  The Zoom app is also available for smartphones and devices.  There are a number of ‘How To’ videos available on the Zoom website (www.zoom.us).

A Meeting ID and a Meeting Password will be required to participate in remote appearances.  These will be provided on the Notice of Hearing mailed or electronically sent to the parties.  Only parties to the action should be appearing via Zoom.  Unless otherwise specified on the Wisconsin Circuit Court Access (WCCA) website with respect to a particular case, members of the general public interested in viewing court proceedings can view a live stream via YouTube.  Links to online court proceedings can be found on the www.WICourts.gov website under ‘Live Stream Courts’ or by the links below.

Instructions for How to Appear Remotely

Parties may appear at the hearing either by video or by phone using Zoom, a remote conferencing service provided for free. Parties are not required to download any software application to use Zoom.

Instructions to Appear by Video

1.  Copy and paste the following link into your web browser: https://www.zoom.us/        

2.  Enter meeting ID:  Meeting ID # will appear here

3.  Enter meeting password: Meeting password will appear here

Note: To appear by video, you will need a web camera and microphone connected to your computer.  If you do not have a microphone connected to your computer, follow the directions to appear by phone provided below.  If you have a microphone connected to your computer, do not also call in by phone.  Doing so will create audio feedback during the hearing.

Live-Streaming Court Proceedings 

While the policy of the Circuit Court normally prohibits broadcasting court proceedings, the Wisconsin Supreme Court has approved a temporary exception to allow the circuit courts to authorize the use of tele-conference and video-conference technology to provide the public and the media access to court proceedings in cases where public access to the courthouse is restricted due to health and safety concerns during the COVID-19 pandemic.  Please note that some cases, due to privacy concerns and by Supreme Court rule, may not be live-streamed.  The following are links to the Racine County live stream hearings via YouTube:
