The Wisconsin Department of Health Services (DHS) has confirmed that FoodShare (SNAP) participants who received benefits in October have been issued their November benefits on November 7. FoodShare members can check their FoodShare balance by calling QUEST Card Services at 877-415-5164.
Anyone who applied for FoodShare on or after November 1 may still experience a delay in benefit issuance due to the ongoing federal government shutdown.
November 4, 2025
The federal government has agreed to pay partial November FoodShare benefits. This means Wisconsinites will receive a reduced amount of November benefits. DHS will let members know as soon as they can when their partial November benefits will be available and how members can check their balance.
FoodShare members may continue to use any funds they have on their QUEST cards while they wait for the partial November benefits. Benefits already on a members' QUEST card will not be removed because of the shutdown and they can continue to use their existing benefits to buy food during the shutdown.
“FoodShare members will get partial benefits in November. DHS is awaiting instructions from the federal government. We will work as quickly as possible to get funds added to your card. We will let you know as soon as we can when your partial November benefits will be available and how to check your balance. You can use any benefits already on your card during the shutdown.”

The federal government shutdown is temporarily pausing new FoodShare (SNAP) benefits beginning November 1, 2025. FoodShare is Wisconsin’s version of SNAP and is 100% federally funded. Benefits cannot be issued until the shutdown ends.
If you already have October FoodShare funds on your QUEST card, you can continue to use them as normal.
Racine County and its partners are working to make sure residents still have access to food and community support.

Racine County, United Way of Racine County, Racine County Food Bank, and Racine Kenosha Community Action Agency are working closely with local food pantries to keep shelves stocked.
Additional TEFAP (The Emergency Food Assistance Program) shipments are being coordinated to help meet community needs, including the upcoming Thanksgiving holiday.
