Birth to 3

The Birth to 3 Program is a federally mandated Early Intervention Program (Part C of the Individuals with Disabilities Education Act - IDEA) that helps families with young children who have developmental delays or disabilities. The program focuses on supporting children's growth while empowering families with the tools and resources needed to help their child succeed.


This program serves children from birth to 36 months who have:

  • A diagnosed disability affecting their development, or
  • A 25% delay in one or more areas, including:
    • Learning and problem-solving skills (Cognitive Development)
    • Movement, vision, and hearing (Physical/Motor Development)
    • Speech, communication, and comprehension (Speech and Language Development)
    • Interactions and relationships (Social and Emotional Development)
    • Self-care skills such as eating and dressing (Adaptive Development)
