Group therapy is a foundational component of substance use treatment, offering individuals a supportive environment to connect with others who share similar experiences. These structured sessions are led by licensed professionals and focus on:

• Relapse prevention
• Building healthy coping strategies
• Emotional regulation
• Communication and relationship skills
• Accountability and peer encouragement

Group therapy allows individuals to develop new skills, share insights, and learn from others in a nonjudgmental, confidential setting. Groups may be attended independently or in combination with individual therapy or the Intensive Outpatient Program (IOP).

Most insurance plans are accepted. A sliding fee scale is available for those who qualify.

The Intensive Outpatient Program (IOP) is designed for individuals with substance use disorders who need more structure and support than traditional outpatient therapy provides. IOP offers a higher level of care while allowing participants to live at home and maintain other responsibilities.

Eligible participants receive a minimum of 9 hours of treatment per week, typically delivered over three days, and services include:

• Clinical assessment and individualized treatment planning
• Group therapy and individual counseling
• Peer support services
• Medication-Assisted Treatment (MAT), when appropriate
• Ongoing monitoring and recovery support

The program is ideal for individuals at risk of relapse, transitioning from inpatient care, or requiring additional support in maintaining sobriety.

Residents of Racine County who have been convicted of Operating While Intoxicated (OWI) are required to complete an OWI assessment as part of the process to regain or maintain their driving privileges.

The assessment is a confidential and supportive conversation between the individual and a certified IDP Assessor. The discussion focuses on alcohol and/or drug use, and how it may have impacted the person’s life and driving behavior. Following the assessment, the assessor works with the individual to develop a personalized Driver Safety Plan.

The plan may include:

• Alcohol or drug education programming
• Alcohol and Other Drug Abuse (AODA) counseling
• A combination of both, based on individual needs

The Driver Safety Plan is mandated by the Wisconsin Department of Transportation for anyone convicted of an OWI-related offense. Completion of the plan is a required step in the process of restoring or maintaining driving privileges.

As part of Racine County’s commitment to preventing overdose deaths and promoting community safety, Narcan (Naloxone) and Fentanyl Test Strip training and distribution are available to the public at no cost. These tools are essential for reducing harm, responding to opioid-related emergencies, and saving lives.

Narcan is a medication that can reverse the effects of an opioid overdose and is safe and easy to use. Fentanyl Test Strips allow individuals to test substances for the presence of Fentanyl—a powerful synthetic opioid that can be fatal in small amounts.

Narcan kits and test strips are available at the following locations in Racine County, with a mix of in-person and 24-hour outdoor access:

These life-saving resources are offered at no cost, and training is available to help individuals feel confident using them. Whether for personal use, helping a loved one, or supporting community safety, Racine County encourages everyone to be prepared.

Racine County is in the process of launching a Residential Treatment Facility that will provide 24/7 therapeutic care in a structured environment for individuals needing intensive substance use treatment. This facility will fill a critical gap in local services by offering short- and longer-term residential support for individuals who:

• Are struggling to maintain sobriety in outpatient settings
• Require stabilization prior to transitioning to outpatient care
• Need a safe, recovery-focused environment away from daily stressors

Services will include clinical therapy, peer support, recovery planning, and transition assistance. The facility will serve both men and women and will be available through referral.
