The Finance Department-Purchasing Division serves as the principal value saver and negotiator for the procurement of most goods, services and equipment obtained for Racine County departments. In addition, the Purchasing Division writes, edits and evaluates bid specifications; sets up demonstrations for County staff to meet vendors and evaluate products; and reinforces the concept of centralized practices and procedures for making purchases and disposing of surplus items in accordance with the Racine County's Procurement Ordinance, Chapter 7, Article VIII - Purchases and Contracts. General Terms and Conditions shall apply to all purchases by or on behalf of Racine County.
Racine County is using DemandStar to distribute automatic solicitation notifications, addendums, award recommendations, etc. to all interested firms. This is an automated notification service that will send new opportunities directly to you once your online account has been activated. This service is part of an effort to improve communication with suppliers, streamline and reduce administrative costs. DemandStar is an independent entity and is not an agent or representative of Racine County.
We ask that all vendors register with DemandStar, so that your company is automatically notified of our solicitations in order to access the website where documents are available to download. Documents will also be located on this website for download. If you decide to submit a proposal/bid you will need to register with DemandStar as this will be the only way to submit. To register your company, please go to www.demandstar.com/registration. On the registration form, enter the required information and be sure to select Wisconsin Association for Public Procurement (WAPP) as your Free Agency Registration. This will give you access to all agencies in Wisconsin registered with WAPP members on the DemandStar network. Although this service is not a mandatory requirement in bidding with Racine County, it is the only way to be notified automatically of solicitations and to submit your proposal/bid.
Racine County shall not be liable for any costs incurred in replying to any request for proposal or invitation to bid.

Important Dates
- All Bid Documents will be posted on Friday January 24th, at Noon.
- A Pre-Bid Conference and Outreach and Matchmaking Session will be held on Tuesday January 28, 2025, from 9:00am – 11:00am Central Time, at Ives Grove Office Complex: 14200 Washington Ave, Sturtevant, WI 53177
- Questions are due by Wednesday February 5th, at Noon, submitted via Procore
- Final bids are due Thursday February 13th, at Noon, submitted via Procore
Contract Documents
A list of all the Contract Documents will be included in the General Instructions to Bidders.
Access to the bid documents will be provided electronically, via Procore. Upon receipt of the bid documents, bidder shall immediately check that all documents listed in the instructions to bidders has been received.
Prequalification and Submitting Proposals
All bidders MUST prequalify with Gilbane Building Company at https://compass-app.com/auth/register prior to submitting a bid. Questions regarding the prequalification application process should be directed to PQhelp@gilbaneco.com and info@compass-app.com.
- All proposals shall be submitted electronically through Procore
- Gilbane will hold the Contract Agreement with the successful Trade Contractor. The sample form of Contract Agreement is included in the bid documents.
